Out of an abundance of caution, the Philadelphia Police Department has decided to postpone the C.H.E.E.R.S. Program the next two weekends (March 14 - 15 & March 21 - 22, 2020).  We value the fun, growth and empowerment youth experience while participating in Police Department sponsored programs. However, after weighing the costs and benefits, in light of the rapidly changing situation with the Covid-19 coronavirus, we thought it best to postpone these youth programs. ABOUT US

The challenges faced by today’s youth are many and can become overwhelming. Violent acts committed by some of our youth have shown to have a negative impact not only on our youth, but also, the communities in which they live.

    Statistical data collected from January 2011 through January 2014 determined that the largest groups of individuals most affected by violent crimes (shootings and homicides) in Philadelphia were individuals between 18-24 years of age. In an effort to change that tide, it is necessary to focus our attention on causal effects on the years proceeding adulthood. Thus, the focus should be placed on juveniles that are to be at risk of such future behaviors.

    The Community Health Enrichment Empowerment Resource Service Program (C.H.E.E.R.S.) was created to provide our youth, 8-17 years of age, with the necessary tools to make well informed decisions when confronted with situations that may negatively impact their lives. The program runs on six  to eight consecutive Saturday’s and concludes with a relay tournament and a graduation ceremony/luncheon.

   Approx, three hundred and fifty (350) at risk youth from ages 8-17 participate in the program. This program is geographically located in nine areas of our city plagued by high incidents of violence. The C.H.E.E.R.S. program is a collaboration between the Philadelphia Police department, School District of Philadelphia, Behavioral Health Organizations, Faith Based Organizations, Community Groups, Private Interest groups, and other City Agencies.

    Through this combined effort utilizing resources available within our city, the C.H.E.E.R.S. program will have a positive impact on our city’s youth.

History

     The retired Deputy Commissioner Charlotte Council started C.H.E.E.R.S. in 2008 with two sites, operating the program two times a year; fall and spring.  In 2011 it was turned over the Community Relations Unit. The program is now operating one time per year in nine different locations in Philadelphia that is plagued with high crime.
